Abstract
Observer reporting hourly specific weather parameters which cannot be measured by an instrument e.g. cloud type, cloud amount, present and past weather and state of ground. Observations are made following the WMO code.

Until recent years all surface observing has been performed manually; the observer reads the instruments, makes visual estimates of visibility, cloud, present weather and the state of ground, records the observation on paper, and, if the station produces SYNOP and NCM messages, encodes the report and transmits it.
